Sadly, this sort of waste is typical for the government. You think Iraq is unique? The government has a very primitive system for measuring progress: if you are spending money, you are making progress.
This is the case in Iraq, and at NASA, (where I worked for several years), and other agencies I'm sure. If you don't spend the money, you lose it, and no one wants to lose their money.
